i'm wondering if transfer students are generally able to participate in study abroad programs?

I think only if the credits would count as in residence at your new school. I think that means generally no, unless it is your school's program.

This. You have to complete two years of enrollment at your degree-granting institution. If the study-abroad program is offered for credit through your new school and counts toward the two years you're enrolled there, then yes, but otherwise no.

Consider though that your new school will have limits on the amount of credits they take in. For example, a classmate of mine attended a summer abroad program the summer after his 1L year. His new school would not accept these credits because of the cap on transfer-credits.

That being said, typically a school WILL let you get credit for participating in their OWN abroad program.
