How Tranfer Decisions Actually Get Made

We all know that, for 0L admissions, some schools can be real LSAT whores, or follow a largely numbers-based admissions process to move up in the US News ranking.

What about transfer admissions? No official stats are published on this, as far as the admission standards go. How do they make their decisions? Whim? Strict guidelines? Any other incentives?

Any inside-info would be stellar.
