Is it possible to transfer from a part-time program at one school to a full-time program at another?

Yes, especially at schools that have a part-time program also. However, some schools that don't have a part-time program have limits on the number of units that are required to transfer to their school. For example, UC Hastings requires 24 units to transfer into but if you're at SCU's PT program you'll only have completed 21 units by the end of the year. Some schools straight up don't accept PT students into their FT program. It's very school specific, so you should check with the schools that you're interested in to be sure.
