This might have been already answered, but..

How much does a fluctuation in the USNews ranking of one's school affect his/her transfer prospects?

I have nothing but anecdotal evidence and processes of elimination to guide my answer, but I feel strangely confident in proclaiming that such fluctuation does not matter one bit.

I would tend to agree. I think from the outside looking in we put a huge emphasis on small fluctuations in the ratings. I would tend to think that people on the inside know what many of us know; that small fluctuations don't really mean anything. It's just noise.

This. Fluctuations in rankings sells magazines. I would argue it doesn't matter when considering a school for 1L based on the usual metrics (i.e. job prospects). If Texas or UCLA overtakes GULC and Cornell are they suddenly a national law school because of it? Do GULC and Cornell become non-national law schools because of the drop? Of course not.
