Schools that don't rank

If one was wanting to transfer from a school that doesnt rank their students, say Rutgers-Camden (80). What kind of grades would you have to get to transfer up to a top 15-30 school?

All A's? all A-s? Mostly A's, some A-s?
A-s, B+s?

I know most people say that you have to be top 10-20%, but if we aren't ranked, how do we know what kind of grades we need to be in the top 10-20%?

Most schools list in their transfer criteria that "competitive students" have an A-/B+ average from their old school. To answer your specific question would be impossible, as there's a huge difference between transferring to UT (almost impossible) and transferring Fordham (maybe not advisable if you're already at Camden).
