Considering that Emory (sorry, I couldn't ignore your screename) really didn't have much of an OCI this year, GULC warrants strong consideration (even at sticker).

Yep. And without a scholarship to worry about at Emory, I think any of the T14 would be worth a transfer (unless you're dead-set on working in Atlanta).

Go book all of your classes and then we can talk. There's a 90%+ chance you won't even be in a position to make spending money on transfer applications worth while.

Is it too late for you to drop out and retake the LSAT? Because that's probably the biggest favor you could do to yourself.

Now that you've invested in the username "Emorystud" I'm afraid it will be impossible to transfer.
In all seriousness, though, there are no good data on transfer students, just anecdotal reports, so nobody knows.

I know a couple of Emory transfers at NU right now. Based on discussions, my impression is that they were in the top 15% or so of their class.

If you are already paying sticker, then any upgrade is better than emory (CoL aside). On the other hand, 1L connections are important. Because there are so many factors that you don't about yet (grades, whether you make solid professorial connections, friends) this is way too premature. Focus on doing well throughout 1L; it's really the most important thing you can do.

It seems the re-take or death crowd is not only growing, but also finding new and creative ways to sneak in their message.

Seriously, top 25 schools are an OK but not great career choice in this economy. But no one would tell him to retake just for that. It's Emory. Their OCI was a bloodbath.

This is someone who is thinking about transferring within a week of starting law school. That kind of person should not have matriculated and should definitely retake/reapply.

As someone happily attending a not quite T25 school, I agree. That is a horrible level of pressure to have have hanging over one's head before classes have even started. When I got into my school, many people told me this same message. There is a part of me that wishes I'd retaken, just to see what might have been, since I received my 164 without proper preparation. I was stubborn, and since I loved Fordham, wanted to stay in NYC, and knew my chances at CCN were negligible due to GPA, I stood my ground. I am not sorry I made this choice, because I still love my school, but one rotten grade took me just below the T14 transfer threshold. I had not entered my school with any plans to leave, so my case was a bit different, but I want to stress to you that you will almost certainly graduate from Emory if you matriculate there. Playing the odds is a gigantic risk, even for the very best informed. Now, I am not telling you not to go to Emory, if you have done your research and determined Emory will meet your needs. I am telling you not to use it as a stepping stone to get to Elsewhere. If you love Emory, would be happy there, and are not wed to biglaw, go. If you are already having serious doubts, there is nothing wrong with waiting.

Fordham may not be T25 according to USNews, but IMO it's T25.

Fordham is more of a T25 than Emory is.

We like to think so, lol. I was proud of my school's v100 turnout at OCI, though of course we don't know what hiring will be like yet. I am happy with my choice, but I absolutely expected to graduate with a Fordham JD, and OP will need to do the same if he goes to Emory.

1) Your odds of being able to transfer are extremely low. This has been addressed already.
2) This factors into your decision, because the only situation in which your odds of transferring are high are also where your position at your T25 is extremely good. By the time you realize you'll have the option to transfer, you're no longer a random student at a T25; you're established as top 10% and probably on Law Review (because that's what it will take to transfer up meaningfully). In that case, even in a market where few students at your T25 are marketable, you'll be one of those few who are.
This means you'll only be able to transfer in a situation where you're doing obviously well, a status you'd have to sacrifice. I'd argue that for a school like GULC you'd be better off staying on LR at a T25 than moving up just that much. Employers will respond to things like LR on your resume, things that make you stand out as the best in your class, things you give up by leaving.
Transferring has its advantages, but you'll lose that top-of-the-class status, and you'll probably be treated as a middle-of-the-road student at your new school. You may be treated as worse. I know one student who transferred from a T30 to HYS, interviewed with a top firm, and was told bluntly, "We don't interview at your T30 so we don't consider you qualified for our firm." The situation for HYS transfers still seems good overall, but with median or below students at lower T14s struggling to get hired, would you really want to plan on becoming one of them?
Planning on transferring is, in general, a bad idea if it's avoidable. This is conventional wisdom here for a reason.

As a transfer from a t20 to a t6, I can definitely say that transferring was a great choice.

I don't think GULC is doing that well, class size is huge and you are put a disadvantage. Cornell would also be problematic due to portability issues.
