Do I have a chance?

Hello,
My info is: 1L GPA: 3.44 - 1st term: A, A-, B, B-, 2nd term: A, A, A-, A-, B. I attend a 4th tier law school.
Please let me know if I have a chance to transfer to a tier 2 or tier 3 law school.
I have sent applications to DePaul, Chicago-Kent and Rutgers-Newark. (apps are not complete yet)
I decided not to take summer classes and the registrar's office made me fill out a form for an approved leave. I did everything they asked me to do. I went to check on the status of my transcripts and dean's letters today, and I was told that I am on "unapproved leave" which is ridiculous. The clerk told me she would fix everything, however, I am afraid that this info might have been sent to the law schools already.
Also, I am foreign born (Europe) and have an accent. I was going to call Rutgers today and check whether they have received my paperwork, but I am so afraid that once they hear an accent they will automatically reject me.
Any info or a piece of advice will be highly appreciated.
