To Transfer or not to Transfer

I am currently at T4 school in the NY area, i got a 3.64 gpa in the first semester, which put me right outside the Top 10% in terms of rank. This past semester i was lucky enough to finish with a 4.0, bringing my cumulative gpa up to a 3.83. I imagine with my grades i have an excellent shot to get on Law Review, which i recently completed the write on assignment for. Additionally i am interested in working in criminal law at a DAs office or Legal Aid upon graduation and really have no desire to do biglaw. Also if i ended up transferring i would have to give back a $4K fellowship grant i got for this summer. I am currently in the process of asking my school for more $$$ (i currently am getting only 8k, and tuition is about 40k). Some of my peers are telling me its a mistake to stay put and i should try to transfer, if so what schools should i be looking at, I would like to remain in the NY area. Thanks for any input or advice.
