Benefits of applying to NYU/CLS after GULC EA?

The topic basically says my question. I was accepted GULC EA, just got 2nd semester grades back and I feel like I'd be right on the bubble for acceptance to NYU/CLS. (No class rank yet, think it will be right around 5-6% at a school that sends several transfers to NYU/CLS each year).
I'm trying to figure out what I should focus on at this point, either setting up OCI at GULC, doing the transfer write-on, looking for an apt., etc., or sending off apps to other schools and waiting for 2 more months. I would not mind moving to DC, and liked GULC when I visited. Should I send apps to NYU/CLS, or would it be smarter to start planning for GULC's OCI/write-on now? Would my OCI prospects be significantly better at either of the other two schools?
I know a lot of members of this board are probably considering similar questions, and that a lot of opinions will be speculative, but I would appreciate anyone's input on this.
