Does anybody know if it is mandatory to be a citizen to be hired in the DA's office?
Also, what is generally the starting salary for South Florida

You'll have to check with individual offices about citizenship.
Miami Dade's salary is on their website, don't know about other offices.

I paralegaled at NY (Manhattan) DA's Office. You can get past 100k but it takes a REALLY LONG TIME and slowly working your way up the chain - which obviously requires that your supervisors leave, but that's more rare given the economy. The attorneys I knew that were about 5 years in were still only making about 60k and still swamped with loans. City officials' salaries and where they work are posted on a nyc.gov site.
