That’s wild. At my old firm, which was very very strict about RTO, pretty much nobody was in the office from Dec 23-Jan 1 even pre-pandemic.
My new firm is very remote friendly and I expect we won’t see anyone in the office after the first two weeks of December.

First firm was a Texas-based firm. Christmas through New Years was pretty much the only time people worked from home. That's ridiculous to make an actual policy like that, but I assume you can still take vacation the week before and that week if you want, so what impact does it actually have? I honestly still do no understand how so many go suckered back into the office. I only go in sporadically, less than 20 times since 2020. The idea of going in the office during the holidays sounds ludicrous to me in this day and age. I told my office straight up I didn't want to go in. Many of my colleagues go in more often, but on average two days a week and definitely not during the holidays.

No one cares where you work from at Fenwick. Juniors go in to get face time but the offices are a ghost town

I'm confused--at my firm, no one was in the office between Christmas and New Year's even before Covid. Do people really show up every day during that stretch, when there's not all that much work being done unless something is really hot?

Making that policy explicit is almost certainly not for you, as an attorney. It’s likely for the staff, who before COVID may have needed to take vacation time to get that week off (not being able to work remotely as flexibly as attorney types). It sets expectations, so no one they report to can complain that they are not in the office And they didn’t anticipate it.

Policy is basically irrelevant. I will be remote from like 12/20 to 1/3.

Different anon, but no other than you have to be available to work on your office's timezone. 3x per week on TWT, differing enforcement between offices so can't speak to all offices, but seems to be it depends on who you are currently working with. Get staffed with someone who likes to drop by your office, if you aren't in you will get chewed out. Jones Day Atlanta will be holding its usual mandatory in-person staffing meeting (for associates only, partners infrequently attend) at 9:30AM on the 26th. Expect partner follow-ups if you're not there in person.
