HR question/ Firm Recruitment

Year or so ago interviewed for BL firm, didn't get it. Saw they had an opening for a different but related practice group in my city and another city nearby recently. I applied to both openings. I did 3 different cover letters. Each one said why I wanted that City and/or practice group. I'm guessing this isn't a good look but not a deal breaker? Do HR departments keep this stuff and see it?
