Is it difficult to change jobs (product counsel) after 4 years to a different company (top tech company) after a stint at one company (top tech company) ?

No personal knowledge and DYOR, but it doesn't seem insurmountable. (1) If you look at the LinkedIn profiles for people in these positions they often have at least a couple gigs on their resumes, so it doesn't seem infrequent that folks jump around; (2) job postings for FAANG product counsel roles often say things like "in house experience preferred" which suggests they will look kindly on other comparable in house experience.

My SO worked for FAANG as in-house products counsel for several years. It is not difficult at all to move to a different company. In fact it happens all of the time -- from Apple to Google to Facebook, etc. It is also easy to move to a smaller company after a year or two at FAANG. Changing jobs in the tech space is really common / expected.
Just a heads up that legal departments of FAANG are very flat organizations with little upward mobility. It is quite the uphill battle to get promoted internally from products counsel to director, for example. You have to put in serious time at these companies in order to advance to the next level. The fastest way to climb actually is to stay in a law firm and jump in-house at a higher level, or, maybe as you are thinking, move to different companies.
