Policy analysis / specialist roles?

Having spent a year in Biglaw corporate, I'm ready to call it quits. Has anyone transitioned from biglaw to, or otherwise worked at, policy analysis / specialist jobs that many governmental organizations and some corporations have? If so, what is the work like? I assume the pay is less, but how much of a cut would it be, and is there any upside potential? Do you get to use your legal skills somewhat, or is it more data-driven work?
Background: I was a statistics major in undergrad with a little CS background (nothing to brag about), and have done some data analysis but nothing in a professional capacity. I enjoy legal research & writing.
