How to decline FT offer from 1L firm?

Summered there after 1L and did a touchback after 2L. It's a pretty small office in a regional market and I have decided to go to my other 2L firm in NYC instead. What's the protocol here? Should I just email recruiting and decline directly? Or ask them to set up a call with the hiring partner and then decline with him over the phone? I would much prefer to just do it via email but don't want to burn bridges as the regional market is one I am interested in going back to down the line.

I was in this exact position. Definitely do a call and not an email. I don't think I would schedule one; I'd just give the partner a call directly and ask for a return if they aren't available. It will take all of 3 minutes for you to express gratitude and inform that you are going to XYZ Biglaw.

Bump, also interested, and curious if there is a credited way to maintain a good relationship for a possible lateral move down the line?
