How to Know Which Firms Don't Do Offers to all of their SAs

Could someone help me with how can I be aware of which firms don't offer all their SA class?

I'm navigating the NALP directory in the recruitment and hiring section, and I'm having some trouble interpreting the grids. How should I read the "Prior Summer Associates" columns together with the years under the hiring grid? Under Summer Associates Hiring Questions, should I interpret the row, "Number of 2019 Summer 2Ls considered for associate offers" as the total SA's they brought in that year? I'm trying to make sure I'm not interpreting this info wrong. Also, if anyone has other tips for how to use the directory, feel free to share them.

An additional question: if a firm's not in the directory, should I be concerned? I'm mostly looking into firms that pay market or very close to it.

Identify a summer from the year in question.
Confirm if that summer was privy to drama.
Ask that summer if anyone got no-offered.

My V5 firm reported 100% offers for my summer. In fact, someone got no offered. Neither NALP/Vault reflect this. The firm promises not to tell employers that the no-offered person got no-offered, and that person in turn doesn't out the firm.

Regarding the offer to hiring figures, those don't tell you anything. A firm can sincerely offer 100% of summers, but only 70% get hired. Some decide to go to a different firm. Some decide not to do a firm at all. Etc. You have to put your ear to the ground if you want the real answer. But just make sure a competitor isn't around, or they might step on your head while you're at it. I would step on your head.

What about cold offers? I've heard firms make cold offers just to keep that 100% offer rate. Is this something that happens across the ranks or is it more prevalent as you go down in the prestige ladder?

why did Sullivan not offer that person?
