vault 2L offer reported #s

Are the summer offer numbers on Vault definitely accurate? Wondering because Steptoe & Johnson reported 25 SAs in 2020 and only 15 2L offers. Do they really only no offer 1/3+ of the class? Is this accounted for by number of 1L SAs? Was considering their DC office but that made me nervous

They have a significant number of 1Ls, whose return offers are not tracked by vault. You can corroborate this with the NALP directory.
