I think it is unlikely you are going to have success networking for a job here. Start reaching out to law school alums, especially those on law review, at the firms you want to work at.
When you do so, be sure to articulate what kind of job you’re interested in - unlike what you did here. A patent litigation job won’t be much help to you if you’re a corporate lawyer.

Top third on law review from where? That matters a lot, especially for a market like DC.
I’ve noticed that firms in DC care much more about school/grades when looking at junior laterals.
I remember I applied to a job at one of the top DC firms for corporate not too long ago. I graduated from a T30 school with good grades (top 1/3). I couldn’t even get a screener but another person (with less experience from a firm that was considerably “worse” than mine) ended up with the job. They graduated from a T14 (no honors).
I spoke to a recruiter about it, and he said it wasn’t surprising since it was for a 1-3 year position.
So, if you’re to 1/3 from GW, I don’t know if you’d be too competitive at a “market” paying firm in this current climate. But if you’re top 1/3 from a T14, you may be.
