Ok, so I just want to work for the government.
Currently working for a federal agency and doing school.
Want to get into government contracts.
Who do I apply to with my crap GPA for the best chances and a good roadmap into the government contracts field?
What is the best plan of action for me (besides getting better grade 2L)?
I have no idea what I'm supposed to be doing. Please help.

I would suggest reaching out to your school's career services office. This is the type of question they deal with everyday.

Do you want to stay in DC? Local DC government (not fed) are less selective, especially when it comes to grades. You can also apply to procurement/compliance positions where it's likely JD-preferred, and use that experience eventually to springboard.

Conventional wisdom is that starting one's career in JD-preferred roles forecloses almost all JD-required jobs in the future. I wouldn't recommend OP start in compliance if they want to be a government lawyer.

I have no idea about government contracts, but there are generally 4 kinds of government work. 1 fed honors/GS 13 work, which you apply to fall 2L, pays extremely well for the hours, and is therefore hard to get; 2 legal-adjacent GS 7ish JD preferred, which you apply to with degree in hand and work with career paralegals doing paralegal work making solid but not great money; 3 state/local work, which is different in every market but generally involves interning in a related office and then applying either after graduation/bar or close to it; and 4 AUSA, which is a completely different beast.
