Gibson Bonus

I'm a mid level (lateral) at a non-nyc office and am wondering how their target hours/bonus works. I heard that 1950 can be a "soft" target and associates who billed less than 1950 can receive full bonus. Does anyone have more insight? If 1950 is a soft target, what is the hard cutoff for bonus? If you bill less than 1950 but receive a bonus, is it pro-rated or is it all or nothing? Any insight is appreciated!
