If a firm is advertising two openings, one litigation and one transactional, and I'm desperate, would it look bad to apply to both? I'm more interested in the litigation position but it would probably be easier to get the transactional one.

Assuming these are in the same office, you should pick one of the jobs and apply to that one. That advice also applies if the jobs are technically in separate offices, but those offices are super close to each other (think SV/SF, LA/Santa Monica, etc.). Otherwise, think you're fine to apply to both.

I would say apply to whatever your resume/background indicates you would be better at or more interested in. Not sure if this is 3L or 2L recruiting, but at this stage probably they are trying to fill a very particular need, and you need to make sure that you can tell a coherent story about how you are prepared for that position. You cannot do it by applying to both or seeming undecided, and you need to be decisive in your application and hopefully later on in the interviews.
