FedGov agency differences between administrations

I was wondering if there are significant differences in the work being done at government agencies between different administrations . Is the work the attorneys are doing benefitting different groups, or is it that the scale of what is being done is different? For example, is DoL/NLRB siding with management a lot more under a republican administration, or are they just investigating less cases? I'm assuming the first one, but have only talked to a couple people about this so would be interested in other perspectives.
