Applying to state DOJ jobs

Has anyone gone from a firm to their state’s DOJ? If so, did you have much experience with the subject matter you now focus on? I’ve noticed that these job postings are pretty niche. It seems like there aren’t many ways for an applicant to have gotten much direct experience in some of the highly specific areas these positions deal with. My strategy at the moment is to sell the skills I do have and try to demonstrate a big interest in the subject matter I would address in the role in question. Not sure if that’s enough though. Any advice?
