Explain AD Pay scale

Could someone please explain the AD pay scale for AUSAs to me?
Assume I’m coming in as a 3rd year attorney at AD-23, higher than minimum but lower than Q2 25%. After one year, I’ll remain AD-23, but will I receive increased pay to Q2 25% (or higher? Is that discretionary)?
Once I’m a 5th year attorney, I’ll be AD-25, but will I retain my Q2 25% or could I go below?
I’m trying to determine how often do raises actually occur. Any insight helps, thanks
