New NYC Associates - City tax for stub year?

Since new associates would not have been living in NYC for more than 180 days if they have a fall start date, does that mean they would not have to pay the NYC city tax?

The rule is that once you have domiciled in NYC, you owe the tax beginning from that point. The 180 days rule only applies when you are not domiciled in NYC.
