What's the protocol for voicemail callback invites? Should I follow up with the screener interviewer by emailing or calling?

My opinion is call back on the phone. If there is an answer, then you’ll probably talk briefly and then get an email after confirming you’d like to continue. If not, leave a quick voice mail message saying you’d like to continue, then leave a brief email to the recruiter to follow-up on your voice mail to them.

If the call is from your interviewer, I always just email them directly thanking them and saying I am excited to come back to meet more people. They usually respond quickly. If it’s from HR I’ll just call them back until someone picks up the phone.

Yes this happened to me - got call from screener, who left me message. Called her back, but got VM. Shot her email and she responded w/in 15 min.
