Question about hiring process

Hi all,
I understand usually the process in lateral hiring is to receive an offer contingent on background/conflict check, I went in for an interview, have not received an offer but was asked to fill out a conflict check sheet a few days later, and it has been quiet since. I am still a jr. in my career and have not worked on a large number of cases, so I don't think the conflict check should take more than a few days? does any firm just conflict check all applicants?
