Is it normal if a firm asks you to fill out conflict information after a screener but before being invited to a callback interview?

I've had that happen to me because they said they wanted to move really quickly in the hiring process and didn't want any delay. That being said, I got my callback invite almost immediately after that, so your situation may be different??? :/
