Torn between 1L Summer Options, advice appreciated!

Thank you all in advance. I got three options as a 1L, which is pretty fortunate. Eying east coast mostly after graduation. Tie to NYC. Here comes the dilemma of choices:
1. Working in DC for a non-profit, which does a lot of tech advocacy/Congressional testimonies/amicus briefs against gov violation of civil liberties.
2. Working for a V50 law firm's backstage center in a small town. I will be able to work on project management and design. The pros are that I can experience different practices in the firm from a internal perspective, maybe more exposure to how firms are managed, and learn about cutting-edge legal tech. The drawback is location. Pay is 10+k. A firm I would be happy to work for after law school.
3. a V100 firm in Philly. It does typical corporate and litigation work. The pay is in the upper 20k, below market. i don't think i will work with them as a 2L or post law school.
