SEC job postings on usajobs

I'm partly speaking out of frustration but anytime I see an SEC job opening occur on USAJOBS, it's always limited to current SEC employee only.
Why is this? Any suggestions for a non-SEC employee who wants to work there? I have the credentials, I just can never find a freaking opening

There is a hiring freeze at the SEC

Ah, I didn't know that. So becuase the hiring freeze, they can only post job openings for current employeeS?

That's my understanding of how hiring freezes work. Positions can be filled by internal candidates but cannot hire anyone new. The hope is to lower headcount through natural attrition.
