Are there entry level government jobs?

Hey everyone. I am not in law school but am thinking about it. I want to work in public interest law or for local government even from the very start--I really have no interest in representing large companies at a firm. Are there any entry level government jobs? Ultimately I would like to end up doing white collar work, but I realize that entry level work will not be handling this type of stuff.

At the federal level, several federal agencies have “Honors Programs” which is how they usually hire people straight from graduating law school or from a clerkship. Very competitive and currently agencies are cutting or reducing the size of their hiring programs because of budget cuts/hiring freezes.

Of course there are entry level government jobs. What do you mean by white collar work though?
