Top Law Schools

I'm an out-of-state lawyer who was hired by a public defender office in New York. I don't meet the 5 of 7 years rule to waive in. Does anyone have any insight on options I have for practicing? I'm assuming I need to take the July bar, and I think I'll be able to apply for admission pro hac vice while results are pending? Is that right? The pro hac vice rules are confusing to me.
