Regarding Career Services willingness to help non students/graduates: .......According to an agreement among the six state law schools, reciprocity will not be granted to individuals who have already been granted reciprocity by George Mason University Law School, T. C. Williams School of Law, Washington & Lee University Law School, Marshall Wythe School of Law of the College of William & Mary, or Regent University College of Law and Government.

I think the idea is that you only get access to one regional career office - which are likely to have the same postings - so you don't, say, put your application in to the same firm through 4 different resume dumps or the like. It's not that those schools are blacklisted, it's that if you access through one of those schools, you don't need access through (whatever additional school you're talking about that's blacklisted them. It would probably help if you included that info).

You should be a lot more clear in your question, and try to understand the text more clearly. It's pretty obvious what they're trying to say.

These six schools aren't "blacklisted", they are other public law schools in Virginia. UVA career services helps students of any other ABA accredited law school that makes the same consideration for UVA students. However, they won't if someone is already receiving reciprocal assistance from one of those six Virginia public schools. It's probably because it's a duplicitous waste of public, state-funded resources to do so.
