Applying for 1L Summer Before Dec. 1

I'm a 1L and there's a unpaid state government internship program (apparently for 1Ls and 2Ls) next summer that I'd like to apply for. The program takes applications from October 1 to December 31. My understanding is that 1Ls usually aren't supposed to contact employers before December, but I don't want to wait longer than I have to. Do the rules just restrict certain employers (so they might not apply to the state government in this case), or do they directly restrict all 1Ls too? If they're taking applications, can I apply for this program on October 1, or would I have to wait until December?
I'd ask my school's career center, but they won't talk to me until October 15.

This is a bit of an evasion, but you seriously have much more important things to be worrying about as a 1L than whether your application is post-marked Oct. 1 or Dec. 1. Write it now if you want to get that out of the way, then ask your CSO on Oct. 15 if it's OK to send before Dec. 1. The internship program is likely to wait until they get a critical mass of applications (likely in early December) before extending any offers anyway.

Follow the rules. Jobs are not hiring anyone before December to risk being in trouble so you probably shouldn't risk being in trouble either.
