General Litigation or IP in California?

I'm looking at only California firms, mostly Silicon Valley, with a strict interest in litigation, leaning towards IP. I think I would enjoy IP lit, but I may someday want to lateral over to government work. With this possible future interest in mind, would it serve me better to work at a more generalist litigation firm (Simpson Thacher/Davis Polk, for example), or a firm where I could really focus on IP work (Orrick/Fenwick/WilmerHale)?
