Better to have ask for an informational phone call with partner or forward materials?

If there's a partner at a firm/office that you're interested in, would it be better to contact them regarding setting up a phone call about their practice or to just forward them your materials directly in hopes that they'll forward it onward?

Why are they mutually exclusive? If you're reaching out to an alum/partner at a firm in a practice that interests you, you should be trying to set up an informational interview while sending them your materials so they can determine whether the firm would be interested in you. If you get a response from them, they'll be interested in the informational interview that might turn into an opportunity to interview.

Don't overthink this. If you're genuinely interested in this firm, put the ball in their court to decide whether they want to engage you by providing your materials (I'd keep it at resume at this first email), then see where it goes. If you're qualified, they'll respond. If you're not, there isn't anything changing that.
