New York City Law Department-OCI 2018

So I have applied for NYC Law Department's Summer Honors Program but was dinged. I want to apply again for OCI. What are they looking for in the cover letter, interviews etc? Anyone here from the NYC Law Department or with insight tips will be greatly appreciated?
