How is the salary calculated until sworn in?

In a small/mid-sized firm, how is the salary decided between after you graduated and until you are sworn in?
Law clerk or even below paralegal rates? (like $20~30/h)?
The firm I am interviewing is trying to lowball. I recently graduated and have no job lined up.

Location, type of work, size of firm,
attorney salary, etc.

Ok, small firm I work at during school year paid the associate 18/hr pre passage. 60k to start.
A friend is starting at midlaw firm, gets paid full salary pre bar. 100k.
Another friend has job, but doesn't get to start til bar passage. 70k once s/he starts.
All in a major non NYC city. Helpful?
