With the long expected resignations, can anyone in AUSA offices weigh in on how this will affect hiring? I presume it will be light until confirmations (presumably late 2017, early 2018).

This is probably correct. At my office when I asked someone who knew more than me, the acting USA doesn't have hiring or firing powers. I'm not sure if the interim would either.

So, presumably ideal for those clerking in 2017-18 as there will effectively have been a one year freeze and people should be looking? Just trying to be optimistic.
