Anyone know if offers from government agencies (independent or otherwise) are made assuming the agency will have funds come September or if the money already has to be there?

I ask because the concern is Trump is going to suggest a great deal of cuts, and appropriations would no doubt hit fed gov hard. It's easy to imagine renegs due to funding issues in 4 months.

I believe they are just counting on the money to be there when you start. I recently accepted a DOJ Honors position, and the offer letter explicitly states that the offer is contingent on (among other things) budgetary limitations. It notes, "We don't expect this to be an issue, but, of course, we cannot know now whether our budget in 2017 will be drastically changed."

That's really interesting. My letter for an independent agency didn't have that language at all. Maybe the independence has some effect I don't understand, but the agency definitely works off of appropriations.
