Etiquette for Turning Down a Firm

I spent my 1L summer and the end of my 2L summer at a firm. I had a great experience, and developed a good relationship with a number of people there (particularly the recruiter, who gave me my offer after my 2L summer), but I've decided to accept an offer from the firm at which I started my 2L summer. What is the etiquette for turning down the firm's offer in this situation? Call or email? If my call goes to voicemail, is it OK to leave the information in a message? Since the recruiter gave me the offer, I imagine the recruiter is the appropriate person to contact.
