I agree people could be getting BL jobs based on connections/personal hustle/networking, but I think this applies equally to people at T14s as to people outside it (lord knows from the way T14 students describe a lot of their classmates, there are plenty of T14 students walking around with connections to use). T1s with decent biglaw rates are probably well-regarded in their economically-strong market with an extensive alumni base and a historical pipeline to firms, not benefiting from a student body particularly gifted with hustle. Also some schools just have more resources (especially better/more connected CSOs and profs who can help their students out). There's no greater mystery for how this works at lower-ranked schools than higher-ranked ones.
