Starting at a foreign office?

When trying to start (post-SA) at a firm's foreign office, does it make sense to accept the offer and state a preference for that office or to wait to see if you get an offer for that office before accepting in an effort to get some leverage?

My firm claims they don't do offers for certain foreign offices until visas, etc. clear. Simultaneously, they don't hold an offer open long enough to ensure that that happens.

From what i've been told it's always to sound stoked on your offered office before trying to finagle a way abroad

The problem is they didn't offer me either office, just a general offer. I stated a preference for the foreign, and they said they'd do their best to make it happen if I accepted.
