IMO mass mail everything to the recruiter listed on NALP and ask questions later. If they prefer you apply online, they will let you know.

I have had success getting interviews by both applying online and interviewing. I'd say follow the instruction. Recruiters get hundreds of emails per day and if they are nice they will respond back saying apply online. Don't piss them off. Their day is constantly disturbed by people who won't follow the streamlined process.
