You have to look pretty hard to find a PD who doesn't at least dabble

That's cause you're in CO! Last week I had an ADA refuse a deferred for an 18 yr old first gen college student w/o any record (juvie or adult) caught with a pipe plus weed residue because "we're taking drugs seriously now" (meth is big here). The war on drugs still rages on in most parts of America.
