Speed Camera Tickets and Bar Application?

Do I disclose "speed camera" tickets on my Bar application?
I am talking about the cameras on the side of the road that take your picture if you drive by them going 12? mph over the speed limit. You then get a $30 ticket in the mail a week later along with the picture. If you have never seen these before, consider yourself lucky.
The question on the Bar application asks "Have you been cited for, arrested for, charged with, or convicted of any moving traffic violation during the past ten years? (Omit parking violations.)"
I have received 15 to 20 of these tickets in the last year and a half. These are civil, not criminal, violations.
I called the office of the Bar I am applying to and the person I spoke with said I didn't not need to disclose these tickets. However, I have no idea who I spoke with and they didn't seem to put much thought into their answer. I have emailed the Bar office twice with the question, to try and get something in writing, but I can't get a response.
