Besides taking an advanced legal writing course (which I can't do for scheduling reasons) is there any way I can strengthen my writing skills for my summer 2L SA?

Take a seminar that requires a paper instead of a final. Or be an RA in the Spring.

Start reviewing your writing, and removing all words that don't need to be there.
"I think that the plaintiff may" -> "The plaintiff may"
Use short sentences and short words over big ones whenever you can so without changing the meaning.

My paper class is academic writing, and 10,000 words. I don't think this is going to help me next summer at all. The research might - I did a shit ton of reading in a really short amount of time bc... procrastination, but notsomuch the writing. For this class anyway.
If you're doing lit, maybe a clinic? My friends who are in clinic know how to bill, churn out docs, and put in an inordinate amount of hours relative to the credit hours.
