Does pro bono work completed as an SA satisfy the NY 50 hour requirement?

The second department is landing on the moon difficult to get in contact with, and the board of examiners will refer you to the appellate divisions with this question.

What is the consensus opinion on this?

Yes. Even work done once you start working full-time (before applying for admission to the bar) can count.
