Do I address my mass-mail Cover Letter to the Recruiting Manager or Hiring Partner for the office I want?

I always went with the recruiters. They're the ones who read it, cull the heard, and get whomever from the hiring committee to sign off on bringing people in. Its likely not many (any?) people outside the recruiting office will even read the cover letter.

Recruiting manager but I always assumed it doesn't matter as long as it's addressed to someone that makes sense.
