PI Fellowship Recommendation/Reference Question

Thanks for your help over the years. A few last questions:
About me
-3L at a CA law school
-Born and raised in CA
-PD and immigration experience all in CA minus current 2L Summer (BDS or PDS)
1) PI Fellowship Recommender/Reference question
Using a prosecutor/crim pro professor, as a reference for PI fellowships. Are negative feelings for prosecutors as strong in the PI world as the PD world?
I am applying to EJW/other fellowships and post-bar public defending positions (I know they're almost all unpaid). I have asked multiple professors and supervisors to serve as references. One of them was my crim pro professor (I booked/highest grade/whatever it's called award) and have a good relationship with him/her. He/she is a current prosecutor. I was leaning not using him/her as one of my PD post bar references. I was unsure about using him/her for fellowships.
2) GPA rounding question: 3.X87= 1) 3.x87, 2) 3.X9, or 3) Round up X
I was leaning one or two.
3) Transcript
For unofficial transcripts, my school has two different views:
1) List classes alphabetically and Show a cumulative GPA
2) Show classes grouped by semester. This shows an upward grade trend. Median-ish grades 1L. 3.6 and above 2L.
Leaning 2 but 1 looks a little neater.
4) If I apply to any small immigration firms, always list GPA? .1 or so above median.
